The unit here is gallons, not plants
EPA WaterSense puts residential outdoor use at nearly 8 billion gallons a day nationally, mainly landscape irrigation. Your share of that is three numbers multiplied together: irrigated area, what the planting drinks, and how often the controller runs. A render changes none of them. It changes the picture, which is why a gravel yard fed by a stuck valve and a controller nobody reprogrammed can use more water than the lawn it replaced. The number worth carrying through the whole project is square feet of irrigated turf actually removed — not square feet of gravel gained, which is a different and much less useful figure. Get a baseline off twelve months of utility bills before the design conversation starts, because it is the only way to know afterwards whether any of this worked.

A controller has a fixed number of stations, each running one valve, each valve serving one group of plants on one schedule. That is the real constraint: put a thirsty accent shrub in the middle of a low-water bed and the whole station runs to the thirstiest thing on it, which is how a drought garden ends up watered like a lawn. Renders compose visually, so they will happily set a lush high-water feature inside an otherwise dry planting because it reads well against gravel. The practical move is to print the render and draw the station boundaries on it by hand before an irrigator ever sees it, with emitter sizes noted per plant rather than per bed. That marked-up print is worth more to the trade than the render was.
The rebate is a sequence, and the order is not negotiable

Turf-removal money is real and procedural. The Southern Nevada Water Authority pays $5 a square foot for the first 10,000 square feet converted, requires a staff site visit before any grass is removed, and requires plants covering at least 50 percent of the converted area at mature size, with a post-conversion inspection, a conservation easement and a twelve-month deadline attached. Removing the lawn first makes the conversion ineligible outright. Programs differ by utility, so confirm yours before touching anything. There is one genuine use for a render in this process: the coverage test is assessed at mature plant size, and mature size is exactly what an image generator draws, so the picture is a reasonable first check on whether a layout will clear 50 percent before it is planted.

Frequently asked questions
Do I need approval before removing my lawn for a rebate?
On most utility programs, yes, and it is the single most common way homeowners lose the money. Las Vegas requires a staff site visit to measure and approve the turf before any of it comes out, and treats an unapproved removal as ineligible. Rules vary by water provider, so call yours before hiring anyone or renting a sod cutter.
Can AI design an irrigation system?
No. An image generator produces a picture, not a hydraulic plan, and irrigation is a question of station count, valve capacity, pressure, emitter flow rates and a controller schedule. What a render is genuinely useful for is showing an irrigator what the finished planting is meant to be, especially once you have drawn the watering-zone boundaries onto it yourself.
Does gravel landscaping actually save water?
Only if irrigated area comes out and the controller is reprogrammed. Gravel itself saves nothing — it is the removal of watered turf and the switch from spray heads to drip that moves the meter. A converted yard left on the old schedule, or with a leaking valve nobody noticed, can easily use as much as the lawn it replaced.
